তামিলনাড়ুর রাজ্যপালের অসাংবিধানিক পদক্ষেপ

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী) এর পলিট ব্যুরো নিম্নলিখিত বিবৃতি জারি করেছে:

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)-এর পলিট ব্যুরো দ্ব্যর্থহীনভাবে তামিলনাড়ুর সরকারের প্রস্তুত করা বিধানসভায় রাজ্যপালের প্রদেয় ভাষণের অংশবিশেষ রাজ্যপাল আর.এন,রবি তার বলার সময়ে এড়িয়ে যাওয়ার মত অনঅভিপ্রেত ঘটনার প্রতিবাদ জানায়।

তিনি যা করেছেন তা করতে গিয়ে, রাজ্যপাল রবি নির্লজ্জভাবে সাংবিধানিক রীতি লঙ্ঘন করেছেন। এটা সাংবিধানক স্বীকৃতি যে রাজ্যপালকে নির্বাচিত রাজ্য সরকারের কণ্ঠস্বর হিসাবে কাজ করা উচিত এবং এটা দীর্ঘদিন ধরে প্রতিষ্ঠিত একটা প্রথা যে রাজ্যপাল রাজ্য সরকারের প্রস্তুত করা বক্তব্যের সম্পূর্ণ পাঠ্যটি পড়বেন।এটা এখন স্পষ্ট যে ছাপা বক্তব্যের কিছু অংশ যা তিনি এড়িয়ে গিয়েছিলেন তা আগেই তার দ্বারা অনুমোদিত হয়েছিল।

তিনি যে অংশগুলি এড়িয়ে গিয়েছিলেন তাতে আইন-শৃঙ্খলার ক্ষেত্রে রাজ্য সরকারের ভূমিকার বিবরণ রয়েছে। এই প্রসঙ্গের প্রতি তার বিদ্বেষ প্রকাশ কাম্য নয় কারণ আইন-শৃঙ্খলা নির্বাচিত রাজ্য সরকারগুলির সাংবিধানিক আওতাধীন।তদুপরি, তিনি বক্তব্যে তামিলনাড়ুর সামাজিক সংস্কারের ঐতিহ্যে যে মনীষীদের অবদানের উল্লেখ আছে তাও এড়িয়ে গেছেন।

রাজ্যপাল রবির ক্রিয়াকলাপগুলি বর্তমান বিজেপি নেতৃত্বাধীন সরকারের অধীনে একটি ক্রমবর্ধমান প্রক্রিয়াকেই প্রকট করে যেখানে রাজ্য সরকারগুলির সাংবিধানিক ভূমিকাকে দুর্বল করার জন্য রাজ্যপালের কার্যালয়কে একটা উপাদান হিসাবে ব্যবহার করা হয় এবং এটি ক্ষমতার কেন্দ্রীকরণের প্রবণতাকে প্রকাশ করে এবং যুক্তরাষ্ট্রীয় কাঠামোকে আঘাত করে।

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement:

The Polit Bureau of the Communist Party of India (Marxist) unequivocally disapproves of the unseemly actions of the Tamilnadu governor, RN Ravi, in skipping portions of the address to the assembly prepared by the state government.

In doing what he did, governor Ravi has brazenly violated the Constitutional principle that the governor should act as the voice of the elected state government and the long-established convention that he reads out the complete text of the address prepared by the state government. It is now clear that portions of the text of the address which he preferred to skip was approved by him beforehand.

The portions he preferred to skip also reveals his antipathy for the government’s record in the sphere of law and order which is an exclusive prerogative of the elected state governments. Furthermore, he also skipped references to contributions by doyens of the social reform traditions of Tamilnadu.

Governor Ravi’s actions also underline a growing pattern under the current BJP led government where governor’s office is used as an instrument to undermine the Constitutional role of the state governments and smacks of an anti-federal tendency and penchant for centralization of powers.
