ইসরো (ISRO)-এর বেসরকারিকরণ অবিলম্বে বন্ধ করতে হবে

ভারতের কমিউনিস্ট পার্টির (মার্কসবাদী) পলিট ব্যুরো নিম্নলিখিত বিবৃতিটি জারি করেছে:

 

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী) ইসরোর বেসরকারিকরণের তীব্র নিন্দা জানাচ্ছে এবং অবিলম্বে তা বন্ধ করার দাবি জানাচ্ছে।

প্রতিরক্ষা, কৃষি, দুর্যোগ ব্যবস্থাপনা, আবহাওয়ার পূর্বাভাস এবং রিমোট সেন্সিংয়ের ক্ষেত্রে ইসরোর অবদান ভারতের অর্থনীতি এবং নিরাপত্তার জন্য কৌশলগতভাবে অত্যন্ত গুরুত্বপূর্ণ। এমন একটি গুরুত্বপূর্ণ ও স্বনির্ভর প্রতিষ্ঠানকে বেসরকারিকরণ করা হলে তা অত্যাবশ্যকীয় জাতীয় গুরুত্বপূর্ণ বিষয়ে বেসরকারি খাতের ওপর অবাঞ্ছিত নির্ভরতা তৈরি করবে।

ইন-স্পেস (IN-SPACe)-এর চেয়ারপার্সন পবন গোয়েঙ্কার মন্তব্য যে, ইসরো আর লঞ্চ ভেহিকেল (উৎক্ষেপণ যান) তৈরি করবে না—তা ভারতীয় বিজ্ঞানীদের সাত দশকেরও বেশি সময় ধরে তৈরি করা মহাকাশ গবেষণা পরিকাঠামোকে বেসরকারি সংস্থাগুলির হাতে তুলে দেওয়ার একটি অশুভ চক্রান্ত প্রকাশ করে। এই পরিবর্তনটি ভারতীয় মহাকাশ নীতি ২০২৩-এর অংশ, যা উৎক্ষেপণ কার্যক্রমে খরচ কমানোর প্রতারণামূলক নামে সমগ্র মহাকাশ খাতকে বেসরকারি উদ্যোগের জন্য উন্মুক্ত করেছে এবং বিদেশি বিনিয়োগের জন্য উদার ছাড় দিয়েছে।

২০২৬ সালের মার্চ মাসে পেশ করা বিজ্ঞান ও প্রযুক্তি এবং পরিবেশ বিষয়ক সংসদীয় স্থায়ী কমিটির প্রতিবেদনেও স্বচ্ছতা বা জবাবদিহিতা ছাড়াই সরকারি সম্পদ বেসরকারি সংস্থাগুলির কাছে হস্তান্তরের বিষয়ে গভীর উদ্বেগ প্রকাশ করা হয়েছে।

ইসরোর কর্মচারী সংগঠনগুলির যৌথ কার্যক্রম কমিটি (Joint Action Committee)-র পক্ষ থেকে ইসরোর প্রধানকে লেখা যৌথ চিঠিতে উত্থাপিত উদ্বেগের পরিপ্রেক্ষিতে ইসরো যে ব্যাখ্যা দিয়েছে, তাতে এই নীতির পক্ষে সাফাই দেওয়ার চেষ্টা করা হয়েছে। কিন্তু জাতীয় নিরাপত্তা বিঘ্নিত হতে পারে—এই মূল উদ্বেগের কোনও সমাধান সেখানে করা হয়নি।

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী) দেশের কৌশলগত স্বার্থ রক্ষার পক্ষে এবং ইসরোকে শক্তিশালী করার দাবি জানানো বিজ্ঞানী, প্রযুক্তিবিদ ও কর্মীদের পাশে রয়েছে। এমন একটি গুরুত্বপূর্ণ প্রতিষ্ঠানকে বেসরকারিকরণের সমস্ত প্রচেষ্টার বিরোধিতা করে ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)।

The Polit Bureau of the Communist Party of India (Marxist) has issued the following statement: 

Immediately Halt Privatisation of ISRO

 The Communist Party of India (Marxist) denounces the privatisation of ISRO and demands its immediate halt. 

ISRO’s contributions to defence, agriculture, disaster management, weather forecasting, and remote sensing are strategically important for India’s economy and security. Privatising such a critical, self-reliant institution would create unwanted dependence on the private sector in matters of vital national importance. 

IN-SPACe chairperson Pawan Goenka’s comments that ISRO will no longer manufacture launch vehicles reveals a sinister design of handing over space research infrastructure built over seven decades by dedicated Indian scientists to private players. This shift is part of the Indian Space Policy 2023, which opened the entire space sector to private enterprise and offered liberal concessions to foreign investment, all in the deceptive name of cost-effectiveness in launch operations. 

The Parliamentary Standing Committee on Science & Technology, Environment, in its report presented in March 2026, also expressed serious concern over the transfer of public assets to private entities without transparency or accountability. 

ISRO’s clarification issued in response to concerns raised by the Joint Action Committee of ISRO Staff Associations through their joint letter to the ISRO Chief, attempts to defend the policy. However, it fails to address the core anxiety that national security may be compromised. 

The CPI(M) stands for the protection of the country’s strategic interests and with the scientists, technologists and staff who are demanding the strengthening of ISRO. It opposes all the attempts to privatise such a crucial institution.
