কিউবা সম্পর্কিত প্রস্তাব

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)-এর কেন্দ্রীয় কমিটির বৈঠক, যা ২২-২৪ মে নয়াদিল্লির এইচ কে এস সুরজিৎ ভবন-এ অনুষ্ঠিত হচ্ছে, সর্বসম্মতিক্রমে কিউবার বিরুদ্ধে মার্কিন হুমকির প্রতিবাদে নিম্নলিখিত প্রস্তাব গ্রহণ করেছে:

কিউবা একা নয় — কিউবার বিরুদ্ধে মার্কিন আগ্রাসন বন্ধ হোক

আমরা কিউবার বিপ্লবের ঐতিহাসিক নেতা রাউল কাস্ত্রো রুজ-এর বিরুদ্ধে মার্কিন বিচার বিভাগ সম্প্রতি যে চাঞ্চল্যকর ও বেআইনি অভিযোগপত্র ঘোষণা করেছে, তার তীব্র নিন্দা জানাই।

১৯৯৬ সালে কিউবার আকাশসীমায় মিয়ামি-ভিত্তিক সন্ত্রাসবাদী সংগঠন 'ব্রাদার্স টু দ্য রেসকিউ'-এর হালকা বিমান ভূপাতিত হওয়ার ঘটনাকে ঘিরে মিথ্যা ও বিকৃত তথ্যের ভিত্তিতে এই অভিযোগ আনা হয়েছে। প্রায় ৩০ বছর আগের এই ঘটনাকে কেন্দ্র করে এখন মার্কিন বিচার বিভাগ ৯৪ বছর বয়সী রাউল কাস্ত্রোর বিরুদ্ধে মামলা সক্রিয় করছে, যিনি কিউবার বিপ্লবের অন্যতম শ্রদ্ধেয় নেতা। এই অভিযোগের কোনও আইনি ভিত্তি নেই; এটি একটি নিন্দনীয় রাজনৈতিক চক্রান্ত। সাম্প্রতিক সময়ে অর্থনৈতিক অবরোধ আরও তীব্র হওয়ার ফলে চরম দুর্ভোগ সত্ত্বেও কিউবার জনগণ তাদের বিপ্লব রক্ষায় ঐক্যবদ্ধভাবে দাঁড়িয়েছে। সাম্রাজ্যবাদ সেই জনগণের মনোবল ভাঙতে ব্যর্থ হয়েই এখন এই পদক্ষেপ নিয়েছে। এখন সাম্রাজ্যবাদ দ্বীপরাষ্ট্রটিতে সামরিক হস্তক্ষেপের পথ নিতে চাইছে, যা এক ভয়াবহ মানবিক বিপর্যয়ের দিকে নিয়ে যাবে, কারণ কিউবার জনগণ যে কোনও মূল্যে তাদের দেশকে রক্ষা করবে।

মার্কিন রাষ্ট্রপতি ডোনাল্ড ট্রাম্প ২১ মে ঘোষণা করেছেন যে তাদের “কিউবা মাথায় রয়েছে” এবং তারা দ্বীপরাষ্ট্রটির বিরুদ্ধে আক্রমণের ইচ্ছা পোষণ করছে। মার্কিন যুক্তরাষ্ট্র প্রকাশ্যেই জানাচ্ছে যে তারা কিউবার সমাজতান্ত্রিক ব্যবস্থার বিরোধী এবং সেই কারণেই অস্থিতিশীলতা সৃষ্টি ও সরকার পরিবর্তনের লক্ষ্যে কাজ করছে।

ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী) কিউবার বিরুদ্ধে মার্কিন সাম্রাজ্যবাদী হুমকির তীব্র নিন্দা জানাচ্ছে। আমরা আবারও কিউবার জনগণ এবং কিউবার বিপ্লবের নেতৃত্বের প্রতি দৃঢ় সংহতি জানাই, যারা সবচেয়ে কঠিন সময়েও অবিচল ও ঐক্যবদ্ধ থেকেছে।

আমরা ভারতের জনগণের প্রতি আহ্বান জানাই যে, কিউবার প্রাক্তন রাষ্ট্রপতি ও কিউবার বিপ্লবের ঐতিহাসিক নেতা রাউল কাস্ত্রোর বিরুদ্ধে এই অপমানজনক পদক্ষেপ এবং কিউবার বিরুদ্ধে আক্রমণ চালানোর প্রচেষ্টার বিরুদ্ধে তারা যেন তাদের বিক্ষোভ প্রদর্শন করেন।

The Central Committee of the Communist Party of India (Marxist), which is meeting from 22-24 May in HKS Surjeet Bhawan, New Delhi, has unanimously adopted the following resolution against US threats to Cuba:

Cuba Is Not Alone – US Should Back Off From Cuba

We denounce the shocking and illegal indictment which the US Department of Justice has recently announced against  the historic leader of the Cuban Revolution, Raúl Castro Ruz.

The charges put forth are based on lies and manipulation of the events surrounding the shooting down of the light aircraft belonging to the Miami-based terrorist organisation Brothers to the Rescue in 1996 in the Cuban airspace. The US Department of Justice is now activating this case from nearly 30 years ago against Raúl Castro, 94 years of age, one of the most respected leaders of the Cuban Revolution. This is a cynical political move without any legal basis and clearly stems from the inability of imperialism to break the will of the Cuban people who, despite tremendous suffering resulting from the recent intensification of the economic blockade, have rallied together in defence of their Revolution. Imperialism now wants to take recourse to a military intervention in the island, which will lead to a humanitarian catastrophe as the Cubans will defend their country at all costs.

US President Donald Trump has announced on 21st May that they have ‘Cuba on mind’ and intends to attack the island. The US is openly stating that it is against the socialist system in Cuba and hence interested in destabilisation and enforcing a regime change.

The CPI(M) strongly condemns the US imperialist threats on Cuba. We stand once again in firm solidarity with the people of Cuba and the leadership of the Cuban Revolution that has stayed steadfast and united in the most challenging times. 

We call upon the people of India to express their indignation at this affront on former President and historic leader of the Cuban Revolution, Raúl Castro and the attempts to launch an attack on Cuba.
