ভারতের কমিউনিস্ট পার্টি (মার্কসবাদী)-এর পলিটব্যুরো ৪-৫ সেপ্টেম্বর, ২০২৬ তারিখে মিলিত হয় এবং নিম্নলিখিত বিবৃতিটি জারি করে:

জলবায়ু পরিবর্তন এবং বিপর্যয়: সাম্প্রতিক বিধ্বংসী প্রাকৃতিক বিপর্যয়ে প্রাণহানির ঘটনায় পলিটব্যুরো গভীর শোক প্রকাশ করেছে, যা জলবায়ু পরিবর্তনের প্রক্রিয়ারই প্রতিফলন। নেপাল ও চীনে প্রভাব ফেলা হিমালয়ের হিমবাহ-সম্পর্কিত বিপর্যয় হিমবাহ গলে যাওয়া এবং অপর্যাপ্ত আগাম সতর্কতা ব্যবস্থার পরিণতিগুলি তুলে ধরে। এল নিনোর প্রভাবও মারাত্মকভাবে অনুভূত হচ্ছে। আসামের মতো রাজ্যগুলিতে আমরা যেখানে অকাল ও বিধ্বংসী বন্যার সাক্ষী হয়েছি, সেখানে আরও অনেক রাজ্যে ঘাটতি বৃষ্টিপাত এবং খরা-সদৃশ পরিস্থিতি লক্ষ্য করা যাচ্ছে। কর্পোরেটদের লালসার কারণে পরিবেশ ধ্বংসই এই চরম আবহাওয়া পরিস্থিতির মূল কারণ।

রাম জন্মভূমি ট্রাস্ট দুর্নীতি: একটি বিশাল কেলেঙ্কারি প্রকাশ্যে এসেছে, যেখানে সংঘ পরিবারের নেতাদের বিরুদ্ধে অযোধ্যার রাম মন্দিরের অনুদান আত্মসাতের অভিযোগ উঠেছে। সংঘ পরিবারের নেতৃত্বাধীন রাম মন্দির আন্দোলনের অগ্রভাগে থাকা অনেক ব্যক্তির বিরুদ্ধে এখন মন্দিরের অনুদান তছরুপের অভিযোগ উঠেছে। এটি লক্ষ লক্ষ ভক্তের বিশ্বাসের একটি সুপরিকল্পিত অবমাননা। এটি অযোগ্যতা নয়, বরং রাজনৈতিক পৃষ্ঠপোষকতায় অপরাধীদের ইচ্ছাকৃতভাবে আড়াল করা, যেখানে পবিত্র নৈবেদ্যকে লুটপাটের সামগ্রী হিসেবে বিবেচনা করা হয় এবং চরম ধৃষ্টতার সাথে ভক্তদের বিশ্বাসের সাথে আপস করা হয়। এই কাজগুলি সংঘ পরিবারের আসল চরিত্র উন্মোচিত করে এবং এর পুঙ্খানুপুঙ্খ তদন্ত ও পর্দা ফাঁস হওয়া প্রয়োজন। এই জঘন্য অপরাধে জড়িত সমস্ত অপরাধীকে শাস্তি দিয়ে সরকারের উচিত তাদের আন্তরিকতা প্রমাণ করা।

সরকার বিরোধী বিক্ষোভ: পলিটব্যুরো সেই সমস্ত শ্রমিক, কৃষক এবং খেতমজুরদের অভিনন্দন জানিয়েছে যারা ১০ আগস্ট ট্রেড ইউনিয়ন, কৃষক এবং খেতমজুর সংগঠনগুলির ডাকে আয়োজিত বিক্ষোভে বিপুল সংখ্যায় অংশ নিয়েছিলেন।

পলিটব্যুরো সেই ছাত্র ও যুবকদেরও অভিনন্দন জানিয়েছে যারা পরীক্ষার প্রশ্নপত্র ফাঁসের বিরুদ্ধে বিক্ষোভে অংশ নিয়েছিলেন। যন্তর মন্তরের বিক্ষোভে অনুপ্রাণিত হয়ে, সারা দেশের শিক্ষার্থীরা স্কুলে উন্নত পরিকাঠামো এবং সরকারি স্কুল বন্ধের বিরুদ্ধে বিভিন্ন দাবিতে প্রতিবাদ করেছে।

এই প্রতিবাদ ও বিক্ষোভগুলি দেখায় যে জনগণ, বিশেষ করে যুবসমাজ, কেন্দ্র সরকার এবং তার দমনমূলক কৌশলের প্রতি ভয় হারাচ্ছে। আরএসএস এবং তার সহযোগী সংগঠনগুলি সংরক্ষণ বিরোধী বিক্ষোভের মতো সাম্প্রদায়িক বিষয় ও সংগ্রামকে উস্কে দিয়ে এই বিক্ষোভগুলি থেকে মনোযোগ সরিয়ে নেওয়ার এবং তাদের ঐক্যকে বিভক্ত করার চেষ্টা করছে।

বিক্ষোভকে অবৈধ প্রমাণ করার চেষ্টা: ১৫ আগস্ট, ২০২৬-এ স্বাধীনতা দিবসের ভাষণে প্রধানমন্ত্রী নরেন্দ্র মোদীর 'দিমাগি নকশাল' (বুদ্ধিজীবী নকশাল) মন্তব্যটি বৈধ রাজনৈতিক ভিন্নমতকে কলঙ্কিত করার একটি সুপরিকল্পিত প্রচেষ্টা। এই শব্দটি একটি বিপজ্জনক রাজনৈতিক হাতিয়ার যা সশস্ত্র মাওবাদী এবং শান্তিপূর্ণ গণতান্ত্রিক বিরোধীদের মধ্যে পার্থক্যকে মুছে দেয়। এই বক্তৃতাটি নিরাপত্তার বিষয়ে নয়, বরং রাজনৈতিক বর্জনের বিষয়ে—সমালোচকদের অবৈধ প্রমাণ করার, ভিন্নমত দমন করার এবং শিক্ষা, কর্মসংস্থান ও জনকল্যাণে সরকারের ব্যর্থতা থেকে মনোযোগ সরিয়ে নেওয়ার জন্য ইচ্ছাকৃতভাবে একটি আদর্শগত শত্রু তৈরি করার প্রচেষ্টা।

দিল্লি অভিমুখে সিপিআই কর্মীদের বিশাল সমাবেশে যোগদানে বাধা দেওয়ার জন্য উত্তরপ্রদেশ এবং অন্যান্য রাজ্য সরকারের মনোভাবেরও পলিটব্যুরো নিন্দা করে।

এই সমস্ত ঘটনা গণতান্ত্রিক প্রতিষ্ঠান এবং সাংবিধানিক কাঠামোর ওপর ক্রমবর্ধমান আক্রমণের প্রমাণ দেয়। সিপিআই(এম) এই আক্রমণগুলি প্রতিহত করতে এবং আমাদের কষ্টার্জিত অধিকার রক্ষায় জনগণকে ঐক্যবদ্ধ হওয়ার আবেদন জানাচ্ছে।

অর্থনৈতিক পরিস্থিতি: ২০২৬-২৭ সালের প্রথম ত্রৈমাসিকে ভারতের ৭.৮ শতাংশ জিডিপি বৃদ্ধির পরিসংখ্যানটি বাস্তব পরিস্থিতি উন্মোচনের চেয়ে বেশি গোপন করে। এটি মূলত এমন একটি ব্যবস্থাকে বৈধতা দেওয়ার রাজনৈতিক হাতিয়ার হিসেবে কাজ করে যা বৈষম্যকে আরও গভীর করে এবং শ্রমিক শ্রেণীর প্রকৃত অবস্থাকে আড়াল করে। এই তথ্যটি উদ্দেশ্যপ্রণোদিতভাবে গভীরতর কৃষি সংকটের বাস্তবতাকে উপেক্ষা করে, যেখানে কৃষিক্ষেত্র মাত্র ৩.৬ শতাংশ বৃদ্ধি নিয়ে ধুঁকছে এবং খনি খাত সংকোচনের মুখে। এটি শ্রমিক ও কৃষকদের ক্রমবর্ধমান উৎপাদন খরচের যন্ত্রণাকে আড়াল করে। এই জিডিপি পরিসংখ্যানগুলি সাধারণ মানুষের দুর্দশার সাথে মৌলিকভাবে সম্পর্কহীন, যারা মূল্যবৃদ্ধি, অপুষ্টি এবং বেকারত্বের সম্মুখীন হচ্ছেন।

কর্পোরেটদের সুবিধা প্রদান এবং স্বজনপোষণ: বিজেপি সরকার সমুদ্র মন্থন ইনসেনটিভ স্কিম, সেমিকন্ডাক্টর মিশন (ISM) ২.০, মোবাইল ফোন ম্যানুফ্যাকচারিং স্কিম (MPMS) এবং ইলেকট্রনিক্স কম্পোনেন্টস ম্যানুফ্যাকচারিং স্কিম (ECMS)-এর মাধ্যমে দেশি-বিদেশি বেসরকারি কর্পোরেটদের কাছে সরকারি তহবিল হস্তান্তরের সংস্কারের জন্য তাদের প্রণোদনা অব্যাহত রেখেছে। কেন্দ্রীয় প্রণোদনা কর্মসূচির সাথে সঙ্গতি রেখে, বেশ কয়েকটি রাজ্য সরকারও অনুরূপ প্রণোদনা কর্মসূচির ঘোষণা করেছে এবং কর্পোরেশনগুলিকে বিপুল পরিমাণ অর্থ হস্তান্তর করছে।

সুভাষ চন্দ্রের বিষয়ে এনসিএলটি (NCLT)-র সাম্প্রতিক নির্দেশ সম্পদের এই হস্তান্তরকে সম্পূর্ণ ভিন্ন স্তরে নিয়ে গেছে। কেন্দ্র সরকার কর্তৃক গৃহীত ইনসলভেন্সি অ্যান্ড ব্যাঙ্ক্রাপ্টসি কোড (IBC) ২০১৬, ব্যবসা করার সুবিধার (ease of doing business) নামে কর্পোরেটদের দ্বারা সরকারি তহবিল লুটের জন্য আইনি সুযোগ প্রদান করে।

সিপিআই(এম) আইবিসি ২০১৬-এর অবিলম্বে প্রত্যাহার এবং এর পরিবর্তে একটি শক্তিশালী আইন প্রণয়নের দাবি করছে যাতে ঋণখেলাপিদের শাস্তি দেওয়া যায় এবং সরকারি তহবিলের এই লুট বন্ধ করা যায়।

জনগণনা এবং জাতিভিত্তিক তথ্য: জনগণনা ২০২৭-কে বিজেপি তাদের হিন্দুত্ববাদী সাম্প্রদায়িক এজেন্ডাকে এগিয়ে নেওয়ার জন্য ব্যবহার করছে। ষোল বছর পর অনুষ্ঠিত জনগণনা ২০২৭ এমন একটি সময়ে হচ্ছে যখন নাগরিকত্ব, নির্বাচনী অধিকার এবং রাজনৈতিক প্রতিনিধিত্বকে প্রভাবিত করার মতো আরও কয়েকটি প্রক্রিয়া চলছে, তাই এটি অত্যন্ত তাৎপর্যপূর্ণ। তথ্য সংগ্রহের জন্য ব্যবহৃত পদ্ধতিও সম্পূর্ণ বিজ্ঞানসম্মত নয়। অন্যান্য সরকারি ডাটাবেসের সাথে জনগণনার তথ্য যুক্ত করার সম্ভাবনা একটি গুরুতর উদ্বেগের বিষয়। ব্যক্তিগত তথ্য সংগ্রহ, ভোটার তালিকা যাচাইকরণ এবং নাগরিকত্ব সম্পর্কিত বিতর্কের যুগপৎ সম্প্রসারণ তথ্যের চূড়ান্ত ব্যবহার এবং লিঙ্কেজ সম্পর্কে বৈধ উদ্বেগ তৈরি করে।

জনগণনার সময়টিও তাৎপর্যপূর্ণ, কারণ ২০২৬ সালের পর পরিচালিত জনগণনার ভিত্তিতে সীমানা নির্ধারণ বা ডিলিমিটেশন করা যেতে পারে। রাজ্যগুলির মধ্যে রাজনৈতিক প্রতিনিধিত্বের ভবিষ্যৎ বণ্টনের ক্ষেত্রে এর সুদূরপ্রসারী পরিণতি হবে।

জাতি গণনার জন্য গৃহীত পদ্ধতিটিও ত্রুটিপূর্ণ। শুধুমাত্র তফসিলি জাতি এবং তফসিলি উপজাতিরা উপলব্ধ তালিকা থেকে তাদের জাতি/উপজাতি বেছে নিতে পারবেন। অন্যদের ক্ষেত্রে, এটি 'উত্তরদাতার দ্বারা ঘোষিত' হিসাবে রেকর্ড করা হবে। একটি ব্যাপক পূর্ব-নির্ধারিত তালিকা বা সাধারণ জাতিগত প্রশ্ন রেকর্ড করার জন্য কাঠামোগত ব্যবস্থার অনুপস্থিতি অসংখ্য জাতি এবং উপজাতির এন্ট্রির দিকে নিয়ে যাবে। এর ফলে নির্ভুল পরিসংখ্যান পাওয়া সম্ভব হবে না।

জাতিগত বৈষম্যের ঘটনা: ২০১৪ সালে কেন্দ্রে বিজেপি সরকার গঠনের পর থেকে দলিত, আদিবাসী এবং অন্যান্য অনগ্রসর শ্রেণীর ওপর আক্রমণ বেড়েছে। এটি অত্যন্ত লজ্জাজনক যে আইআইটি মান্ডির মতো একটি গুরুত্বপূর্ণ প্রতিষ্ঠানের কর্তৃপক্ষ চতুর্বর্ণ ব্যবস্থার প্রশংসা করে একটি পোস্টার প্রকাশ করেছে। পোস্টারে বলা হয়েছে যে উচ্চবর্ণের সেবা করাই শূদ্রদের কাজ। এটি ভারতীয় সংবিধানের চরম লঙ্ঘন। এই ধরনের কাজের সার্বজনীন নিন্দা করা উচিত এবং এই পোস্টার প্রকাশের জন্য দায়ী ব্যক্তিদের চিহ্নিত করে শাস্তি দেওয়া উচিত। একইভাবে, উত্তরাখণ্ডের হলদওয়ানিতে রাজ্যসভার বিরোধী দলনেতার প্রতি যে আচরণ করা হয়েছে, তারও নিন্দা করা দরকার এবং দোষীদের শাস্তি হওয়া উচিত।

সংঘাত ও উত্তেজনার বৃদ্ধি: জুলাই ২০২৬ থেকে আন্তর্জাতিক পরিস্থিতি ভূ-রাজনৈতিক সংঘাত বৃদ্ধি এবং অর্থনৈতিক নীতির উচ্চতর অনিশ্চয়তার দ্বারা চিহ্নিত হয়েছে। প্রধান ঘটনাগুলির মধ্যে রয়েছে পশ্চিম এশিয়ায় ক্রমবর্ধমান সংঘাতের কারণে জ্বালানি এবং আর্থিক বাজারে অস্থিরতা, পাশাপাশি বড় অর্থনীতিগুলির উচ্চ মূল্যস্ফীতি এবং ঋণ সংকট। পলিটব্যুরো বিশ্বজুড়ে, বিশেষ করে পশ্চিম এশিয়ায় ক্রমবর্ধমান সংঘাতের বিষয়ে উদ্বেগ প্রকাশ করেছে। এই আক্রমণগুলি আবারও সমগ্র অঞ্চল এবং বিশ্বকে একটি সংকটের দিকে ঠেলে দিয়েছে।

আসন্ন ব্রিকস (BRICS) শীর্ষ সম্মেলনের আয়োজক হিসেবে ভারত সরকারের উচিত মার্কিন আগ্রাসনের নিন্দা করা এবং প্যালেস্তাইন, ইরান ও কিউবার প্রতি সংহতি জানানো, যারা বর্তমানে তীব্র আক্রমণের মুখে রয়েছে।

ত্রুটি সংশোধন অভিযান: পলিটব্যুরো সংশোধন অভিযানের রিপোর্ট নিয়ে আলোচনা করেছে, যা পার্টির ২৪ তম কংগ্রেসের নির্দেশ অনুসারে পরিচালিত হচ্ছে। সংসদসর্বস্বতার মতো বিজাতীয় শ্রেণীপ্রভাবের পাশাপাশি গণলাইনের নীতি বাস্তবায়নের অভিজ্ঞতা এবং পার্টির সকল স্তরে যৌথ কার্যাবলী শক্তিশালী করার পদক্ষেপ নিয়ে আলোচনা করা হয়েছে।

কেন্দ্রীয় কমিটি আগামী ৯-১১ অক্টোবর নয়াদিল্লিতে মিলিত হয়ে আলোচনার পর এই রিপোর্টটি পর্যালোচনা ও শক্তিশালী করবে।

The Polit Bureau of the Communist Party of India (Marxist) met on September 4-5, 2026 and issued the following statement:

Climate Change and Disasters: The Polit Bureau expressed its profound grief over the loss of human lives in the recent catastrophic natural calamities, which are a reflection of the climate change process in action. The catastrophic Himalayan glacier-related disaster affecting Nepal and China highlights the consequences of glacier melt and inadequate early-warning systems. The impact of El Niño is also badly felt. While in states like Assam we have witnessed devastating unseasonal floods, in many other states, we are noting deficit rainfall and drought-like conditions. Environmental destruction due to corporate greed is the basic reason for these extreme weather conditions.

Ram Janmbhoomi Trust Corruption: A huge corruption scandal has come to light, where Sangh Parivar leaders were alleged to have appropriated Ayodhya Ram Temple donations. Many individuals who were at the forefront of the Sangh Parivar-led Ram Temple agitation are now accused of misappropriating temple donations. This is a calculated desecration of the faith of millions of devotees. This is not incompetence but a deliberate shielding of the guilty by political patronage, where sacred offerings are treated as spoils, and the faith of the devout is bartered with impunity. These deeds expose the real character of the Sangh Parivar and need to be thoroughly probed and exposed. The government should show its sincerity by punishing all the guilty involved in this heinous crime.

Anti-Government Protests: The Polit Bureau congratulated all the workers, peasants and agricultural workers who participated in huge numbers in the protests called on August 10th by the trade union, peasant and agricultural workers organisations.

The PB also congratulated the students and youth who participated in the anti-examination paper leak protests. Inspired by the Jantar Mantar protests, students from across the country protested on various issues like better facilities in schools and against the closure of government schools.

These protests and demonstrations show that the people, particularly the youth, are losing their fear of the Union government and its repressive tactics. The RSS and its affiliates are trying to divert attention away from these protests and divide their unity by promoting sectarian issues and struggles like anti-reservation protests.

Delegitimising Protests: Prime Minister Narendra Modi’s ‘Dimagi Naxal’ (intellectual Naxal) remark, delivered in his Independence Day address on August 15, 2026, is a calculated attempt to stigmatise legitimate political dissent. This term is a dangerous political weapon that blurs the line between armed Maoists and peaceful democratic opposition. This rhetoric is not about security but about political exclusion, a deliberate effort to delegitimise critics, silence dissent, and manufacture an ideological enemy to distract from the government’s failures on education, employment and public welfare.

The Polit Bureau also condemns the attitude of the Uttar Pradesh government and other state governments which have tried to prevent the CPI activists from participating in the massive rally they organised in Delhi.

All these incidents demonstrate the growing attacks on democratic institutions and the constitutional structure. The CPI(M) appeals to the people to come together to oppose these attacks and protect our hard-won rights.

Economic Situation: India’s 7.8 per cent GDP growth figure for the first quarter of 2026-27 conceals more than it reveals, serving primarily as a political tool to legitimise a system that deepens inequality while obscuring the true conditions of the working class. The data deliberately ignores the reality of a deepening agrarian crisis, with agriculture limping at a meagre 3.6 per cent, and a mining sector in contraction. It covers the pain of inflated input costs for workers and farmers. These GDP figures are fundamentally divorced from the hardships suffered by the common people, who face price-rise, malnutrition and unemployment.

Benefits to Corporates and Cronyism: The BJP government is continuing with its incentivisation for reforms to transfer public funds to the private corporates, both domestic and foreign, through the Samudra Manthan Incentive Scheme; Semiconductor Mission (ISM) 2.0; Mobile Phones Manufacturing Scheme (MPMS) and the Electronics Components Manufacturing Scheme (ECMS). In line with the central incentivisation programmes, several state governments have also announced similar incentive programmes and are transferring huge amounts to corporations.

The recent order of the NCLT on Subash Chandra takes this transfer of resources to an altogether different level. The Insolvency and Bankruptcy Code 2016, adopted by the Union government, provides for such statutory loot of public funds through corporate siphoning in the name of ease of doing business.

The CPI(M) demands the immediate repeal of IBC 2016 and the enactment of a robust legislation in its place to punish the defaulter and stop this loot of public funds.

Census and Caste Data: Census 2027 is being used by the BJP to further its Hindutva communal agenda. The Census 2027 exercise conducted after a gap of sixteen years and at a time when several other exercises affecting citizenship, electoral rights and political representation are underway, assumes great significance. The methodology used to collect data is also not completely scientific. The possibility of linking Census information with other government databases is a serious issue. The simultaneous expansion of personal data collection, electoral-roll verification and debates around citizenship creates legitimate concerns about the eventual use and linkage of information.

The timing of the Census is also significant, as delimitation can be carried out on the basis of Census conducted after 2026. It will have consequences for the future distribution of political representation between states.

The methodology adopted for enumeration of caste is also faulty. Only the Scheduled Castes and Scheduled Tribes can choose their caste/tribe from an available list. For others, it will be recorded as ‘declared by the respondent’. The absence of a comprehensive pre-defined list or structured mechanism for recording the general caste question will lead to a multitude of entries of castes and sub-castes. It will not be possible to get accurate figures.

Incidents of Caste Discrimination: Since the BJP formed the government at the Centre in 2014, attacks on Dalits, Adivasis and other backward castes have increased. It is utterly disgraceful that authorities of a premier institute like the IIT Mandi brought out a poster commending the Chaturvarna system. The poster states that the task of the Shudras is to serve the upper castes. This is a grave violation of the Indian Constitution. Such an act should be universally condemned, and the people responsible for bringing out this poster should be identified and punished. Similarly, the treatment meted out to the Leader of Opposition in the Rajya Sabha, in Haldwani, Uttarakhand, also needs to be condemned and the culprits punished.

Escalating Conflicts and Tensions: Since July 2026, international developments have been characterised by intensifying geopolitical conflicts and heightened economic policy uncertainty. Key events include turmoil in energy and financial markets triggered by the escalating conflict in West Asia, alongside high inflation and debt crises facing major economies. The Polit Bureau expressed its concern over the escalating conflicts around the world, particularly in West Asia. These attacks have once again pushed the entire region and the world into a crisis.

The Indian government, as the host of the upcoming BRICS Summit in Delhi, should denounce US aggression and stand in solidarity with Palestine, Iran and Cuba, which are under intense attack.

Rectification Campaign: The Polit Bureau discussed the report on the rectification campaign, which is being carried out as directed by the 24th Congress of the Party. The impact of alien class influences like parliamentarism was discussed along with the experiences in implementing the policy of mass line and measures to strengthen collective functioning at all levels of the Party.

The Central Committee will meet from October 9-11 in New Delhi to discuss and strengthen the Report after its deliberations.
